How Much Does Medicaid Cost In Tennessee

The costs of Medicaid in Tennessee will depend greatly upon your income. Those who come from low-income or no-income households wont be required to pay anything towards the premium, nor will they have copays or out-of-pocket prescription costs.

However, those who make more money may be required to pay for a portion of the premium and/or copays and prescription costs. For instance, a single adult with no dependents and low-income may be required to pay an average of $10 – $30 copay for their medical visits and services.

Lee indicated last week that funding for the expansion was made possible due to the states recent approval to receive TennCare funding from the federal government in a lump sum, an arrangement known as a block grant. It was approved in the final days of the Trump administration. Tennessee is the only state to operate under such an arrangement.

More than 1 million adults in Tennessee do not have dental coverage. In a 2015 household survey, 86% of low-income respondents cited cost as the reason for not visiting the dentist more frequently.

I think itll be significant in terms of addressing racial disparities that exist and access to dental care, said Kinika Young, senior director of health policy and equity at the Tennessee Justice Center. Not having dental benefits as part of that program has had a disproportionate impact on people of color.

Ultimately, lack of dental coverage for TennCare recipients is likely costing the state more in medical costs. In 2019, 44,650 adults in Tennessee visited the emergency room for an emergency dental procedure. The majority were uninsured individuals and TennCare patients.

Extending dental coverage to all adults could also help TennCare recipients secure employment.

Which Medicaid Plan Would Be Best In Tennessee

There are two kinds of TennCare Medicaid coverage.

TennCare Medicaid

TennCare is the state of Tennessees Medicaid program. It provides healthcare to mostly low-income pregnant women, parents or caretakers of a minor child, children and individuals who are elderly or have a disability. To get Medicaid, you must meet the income and resource limits. You can apply anytime for TennCare.

There are several different groups of people that may qualify. Each group has different income limits. Some of the groups also have limits on how much you own, known as your resources. These are things like bank accounts, cars, and land. The number of people who live in your household count too.

Some of the groups TennCare Medicaid covers are:

  • Children under age 21
  • Women who are pregnant
  • Parents or caretakers of a minor child
  • Women who need treatment for breast or cervical cancer
  • People who get an SSI check
  • People who have gotten both an SSI check and a Social Security check in the same month at least once since April 1977 AND who still get a Social Security check
  • Lives in a nursing home and has income below $2,205 per month, or
  • Gets other long-term care services that TennCare pays for

TennCare Standard

TennCare Standard is only available for children under age 19 who are already enrolled in TennCare Medicaid and:

  • Who lack access to group health insurance through their parents employer, or
  • Their time of eligibility is ending, and they dont qualify anymore for TennCare Medicaid.

Income Requirements For Tennessee Medicaid

Income requirements differ based on your needs. These are the 2018 requirements for senior groups :

If your monthly income and assets are at or below the following limits either before or after health expenses, you may qualify:

  • Family of 1 $241 income, $2,000 assets
  • Family of 2 $258 income, $3,000 assets
  • Family of 3 $317 income
  • Family of 4 $325 income

Those who are disabled and receive social security supplemental income qualify with the following monthly income and asset limits:

  • Family of 1 $750 income, $2,000 assets
  • Family of 2 $1,125 income, $3,000 assets

If you require nursing facility care or if you receive home and community-based services, you may qualify with the following monthly income and asset limits:

  • $2,205 income, $2,000 assets
WOMEN WITH BREAST OR CERVICAL CANCER

Women who have been screened through an approved Breast and Cervical Cancer Early Detection Program and require treatment can receive TennCare coverage if financially necessary. To qualify, you cannot have Medicare or another form of insurance that covers breast and cervical cancer treatment and you must be below 250% of the federal poverty level.

Tenncare Is Preparing To Expand Dental Benefits But Only 1 In 3 Dentists Accepts Reduced Payments

More dentists will have to start participating in the states Medicaid program if every adult is going to get new oral health coverage. Thats the conclusion of TennCare advocates who found that fewer than one in three dentists in Tennessee accept the lower rates paid by Medicaid.

Gov. Bill Lee has put the money in his budget to expand dental benefits to everybody on TennCare. It also includes money to help incentivize dentists to open offices in underserved communities. But that doesnt necessarily fix the problem of so few dentists taking Medicaid patients.

Theres not enough to even see the children who have been able to go with their Medicaid insurance and get dental benefits, says Kinika Young, senior policy director of the Tennessee Justice Center. So we need more providers to step up.

A TJC policy brief published in January finds that 30% of Tennessee dentists take Medicaid. And only about half of the children on Medicaid in Tennessee went to see a dentist in 2019.

A common complaint among dentists is that low-income patients are more likely to miss appointments. But Young says thats why dentists need to learn how to better serve them, like offering extended hours and flexible scheduling.

Dentists have said the states Medicaid program, known as TennCare, must raise its rates. And Young agrees. According to a national analysis by Milliman consulting firm, the rates are usually less than half of what private insurance pays.

Does Tenncare Cover Dental For Adults

TennCare does not currently offer dental coverage for adults.

Although Medicaid covers dental care for a small percentage of Tennessee residents, the state is one of only a few that does not. Dental disease is a public health problem that has a knock-on effect in the broader health of the state. In 2019, the state spent $10 million on patients who needed to be hospitalized due to tooth pain or another oral health issue. In addition to paying more for dental care, Smith claims that TennCare would pay for patients to visit other doctors. Adding so many new patients at once has an impact on the health care workforce. Because the number of students in class hasnt expanded, there arent many dentists left in the state. Tennessee plans to spend nearly $94 million on dental education in the coming years.
